Chaotic is the best term for the structure of Harborion Port. It is a major city as much as the others, but it’s a trader’s city primarily. All its government surmounts to is a block-by-block “Traders Own Their Rules†system. This means that depending on what part of the city you’re in, you could be tried for sitting on a certain color bench for destruction of property, but if you sit on the same colored bench in a different district you’ll be given half off on a vessel and a free crew to go with it. In other words, it’s a city that has an organized crime system, if more than one wanted the same city’s power.
There are a total nine trade companies located in Mayameros, and each one has a head quarters Harborion Port. Some are honest hard working and equality based trade unions/trading companies. However three are known for a fact to do dirty business and there are others who have been suspected of doing the same. One of the three is employed directly by Queen Morlena herself in an attempt steal the second major port of Mayameros. They are called the Eternal Wealth Trade Company (or the EWTC for short). However they are only the second most powerful trading company in Harborion.
The most wealthy and powerful company is the Rico Nox Trading Company, founded by Rico Nox I. Rico Nox I created the trading company with the best intentions in mind, however since his death the company has become greedy and manipulative. It is now controlled by Rico Nox III, the grandson of the founder. With a cruel and power hungry ambition, the young head of the company, plans to use his wealth to take all of Mayameros for himself. Because of this, he and the EWTC quarrel and battle in an economic war over the port’s control. In the long run, Queen Morlena has more power than Rico Nox III does, and has made that specifically clear to him. However, Rico Nox III has always countered with the argument “The come and invade this port, and show all the other cities what you plan to truly do!†It has kept the queen playing an economy game with Chairmen Nox that he could, and so far has, danced around her with. However, Rico Nox III also knows that Queen Morlena has ensured his power to not step foot out of Harborion Port.
Meanwhile the third dark horse trading company moves into third place of this economic race, but with an incredible haste. In two short months after being founded, the self proclaimed Wild Card Trading Company has taken enough of the trade attention away from the other two to pose an actual threat to their fight. No one knows who exactly owns Wild Card Trading, but it is said it is equally shared by a council of twelve members. The name was spoken of as whispers but a short two months before present day, and now, at the heart of Mayameros Summers, they have taken small business after small business until now they have surpassed all expectations. Their Head Quarters is kept sealed tight from outsiders, but it is said tortured screams are heard from the outside. As for the twelve who own the company, nothing is known about them.

One or two has attempted to do what some would consider an immoral practice of trade, however none have yet to be as successful as the Shady Racing Three (a nick name for the three power hungry companies, EWTC, Rico Nox Trading, and Wild Card Trading).

The Shady Racing Three also control most of the docs, in fact all of the other companies either own one themselves, or share one with another company.
